Abstract

With e-Commerce having achieved striking success a transfer of such concepts and systems to the public sector is under way. Yet, to achieve equal success e-Government needs careful deliberation. E-Government bears significant potential for changes in public administration: improving the communica-tion with the citizens, redesigning co-operation within and between public authorities, supporting an active participation of the citizens in democracy, and facilitating complex administrative decision making. E-Government involves many locally and timely dispersed human actors and machine agents that hold knowledge required in performing administrative and governance work. Due to the big changes occurring in e-Government successful ways of re-distributing the administrations' knowledge have to be found. In this contribution a model for distributed knowledge is introduced addressing different elements holding knowledge stakes in an administrative process. Insights are provided on various aspects of knowledge management in public administration, which claim for a holistic approach to develop e-Government strategies and systems.
