Abstract
There has been an economic and technical progress in the last decades. On the one hand, this progress has lead to material prosperity, but, on the other hand, it has caused an enormous imbalance. One aspect of this imbalance is detrimental effects on the environment. The resources of our world are becoming rare and more precious than ever before. These are only a few reasons among many why such a development has to be stopped. The so-called 'Local Agenda 21' (LA 21) concentrates on the boroughs in the region of Upper Austria to work against this development. These boroughs are given a central function to improve the state of imbalance. The Local Agenda creates positive visions of the future and long-dated environmental guiding principles. It tries to smooth the way for a sustainable politics of a specific region in order to increase the quality of life of its citizens. For this purpose, the LA 21 demands global justice and serves as a motor of innovation and preservation. It should, in other words, call on the sense of responsibility of people, whereas a fair distribution of chances, taking part in the decision-making process and an active participation in general are essential to fulfil the task of this plan.
