Abstract
Public organizations need to acquire software products. This is a rather challenging task because acquisition processes
and development processes must be closely integrated avoiding a software acquisition process to fail. At the moment
these processes are only loosely integrated. In our studies we focus on public sector because legal restrictions make
software acquisition more challenging than in private sector. As a consequence we developed an approach for
interlocking iterative development processes and acquisition processes using negotiated procedure (see [Regner and
Wiesinger 2003c]). Current award platforms mainly support publication of documents produced in acquisition process. In
contrast to the state of the art we are developing a web based system called PTSS that uses our approach guiding all
stakeholders playing different roles supporting iterative procedures proposed by software development processes like the
Rational Unified Process. Using the state of the art as a basis we present an overview of our system.
