    Abstract

The main intent of the evaluation project concerning Local-Agenda-21 processes in Upper Austria and Styria was the detection of the crucial success factors in LA21 processes. But assuming that some of these factors are more decisive for the success of the LA21 process than others, one of the main challenges of the evaluation was the determination and application of these few “key factors”. Additionally we were interested to find out why in a number of cases LA21 processes are working well for a certain time, but then ending in talk.
