Abstract
The present paper gives a detailed overview about the legal regulations for the use of sewage sludge in agriculture within the EU, paying special attention to the situation in Austria. Much space is given to the suggestions made by the EU in order to revise the regulation No 86/278/EWG. Emphasis is also put on the content of heavy metals, as AOX, tensides, phtalates, PCBs, PAHs, dioxines, endokrine effective-, medicine effective- and radioactive- susbstances and potential pathogen genes. Summarising, recommendations are made how harmful substances can be minimised by consequent realisation of the existing legal regulations and by consequent quality control. Under the view of sustainable soil protection, preventive values for the content of heavy metals in the soil as well as limitations of the content are quoted. Referring to Austria, harmonisation of the legal regulations, differing from district to district, is an absolute need in order to find a common Austrian position for the EU-regulations under revision. Under this aspect possible compromises were discussed to bring the differing positions closer together.
