abstract = "In the field of e-Government Austria ranks first within Europe. FinanzOnline, the e- Taxation application of the Austrian Federal Ministry of Finance plays an important role in this success. The following paper describes three contributing factors to this: A holistic approach, the integration of all concerned stakeholders in the development process and the consideration of e-Government processes as trans-organisational service processes. In congruence with the Holistic Reference Framework for e-Government as postulated by Wimmer, e-Government is to be seen as a complex and interdisciplinary field with numerous stakeholders. Therefore the identification of stakeholders is crucial. This paper describes a three-step method to identify and classify stakeholders. According to the different types they present, stakeholders have to be integrated in an appropriate way to give them the chance to contribute their particular needs and specific know how to the development process. FinanzOnline can be seen in connection with the Holistic Reference Framework for e-Government and the paradigm of trans-organisational processes. The paper at hand describes the way the project processes were set up as well as the features of the established system and its impact.",
