    Abstract

The rising energy consumption, the shortage of fossil fuel sources of energy, wars over resources, the increasing dependence on energy imported goods, rising energy prices and the indeterminable effects on the environment, have given impetus to reconsidering the present situation within the energy sector. A power supply using energies from fossil fuels does not seem to be very promising. To cause changes in the current energy supply situation toward energy efficiency increase and in favour of regenerative sources of energy it requires, apart from technology and awareness to change, also suitable measures and actions to put goals and conceptions into action. Here also concepts at both regional and local levels play a special role alongside agreements, laws, guidelines and various programs on a national or international level. The Energiebaukasten® represents such an energy concept for conversion to regenerative energies. Within the period of 30 years, a municipality should become energy-self-sufficient for supplying itself completely by means of regenerative energy. It can be noted that the goals of the Energiebaukasten®, can be regarded as very ambitious. Nevertheless, this concept offers, on a long-term basis, a chance to make a switch to regenerative energies possible.
