Abstract

This dissertation deals with the usage of semantic technologies in the field of issuing and maintaining legislative texts. In particular, the situation at universities concerning the process of publishing curricula is being examined. The main problem addressed in this thesis relates to media disruptions and derived misunderstandings between the participants of any legislative process. Today, jurists try to translate the desired regulations into legal texts and IT experts try to implement IT systems complying with these texts. The results often are prone to errors and no longer reflect the original intentions. This dissertation proposes a semantic framework and toolset to address the aforementioned issue. An ontology is presented that covers terminology and relationships regarding degree programs and curricula. Furthermore, graphical user interfaces for creating semantic models of new and existing curricula as well as for generating the entire legal text upon an automatic basis are introduced. Another part discusses rules for examining and validating the generated curricula. A special focus lies on complying with existing standards in the area of legal semantics.
