    Abstract

    In this paper, white certificate schemes and supplier obligations are displayed. Since both, their interpretation and their results are subject to continuous changes the paper is a snapshot as of March, 2011. Some white certificate systems in its broad sense are in force (ie, so-called supplier obligations). An ideal-theoretic scheme that allows for all flexibility mechanisms is not found in practice. Restrictions to enforce additionality and to achieve the desired objectives in the sectors and energy sources are given. The literature provides good insights into the schemes in the UK, Italy, France and Denmark. The scheme in Flanders is mentioned several times, however information is scarce. Poland is currently deciding on the installation of a TWC scheme. For the purpose of consolidation, literature research and expert interviews were conducted. Results of the expert interviews were only included in the description of the expected Polish system, because there was a lack of concrete information. The results of the expert interviews will be published separately.
