Abstract

The transformation of school governance is a major focus of educational debate and reform in German-speaking school systems. The paper is based on a questionnaire administered as Austrian national addition to PISA 2009: School principals were asked to evaluate various strategies of school governance with respect to their power to improve the overall quality of the school system. The paper discusses the results of this set of items and evaluates its appropriateness for researching and explaining processes and results of school development.
