The One-In-One-Out principle in the European legislative process: less is not always more

The ‘One-In-One-Out’ principle was again included in the European Commission Better Regulation Communication last year. What is it about? According to this principle, "burdens" in existing law are to be removed to the same extent as new "burdens" or laws are introduced. From the point of view of employees and consumers, this principle could call into question important labour, consumer protection, and socio-political standards. In addition, there is a threat of a standstill in these policy areas, which could block progressive legislation.
