TEMACC - Technology Enabled Maternal and Child Healthcare in Ethiopia

Funded since 2017 by the Austrian Partnership Program for Education and Research, the TEMACC project aims to explore the potential of information and communication technologies (ICT) for improving healthcare access and quality for mothers and children in rural communities. An interdisciplinary effort by professionals from the ICT fields together with specialists from public health and medicine, it is a cooperation between the JKU Linz and the University of Addis Ababa in Ethiopia. From 2016-2018, a pilot project has been conducted in cooperation with the local health authorities in Butajira, Ethiopia, employing participatory action research with active collaboration of a particular user community. In 2019, the evaluation will take the form of a community-based intervention study in selected districts of Ethiopia. The resulting contents and the ICT-based system can be used in other settings in Ethiopia or (by changing the language) even in other countries. According to the terminology used in the United Nations Sustainable Development Goals, TEMACC is a project in 'ICT for Development' with three research dimensions: • ICT-enabled community empowerment, aiming at transforming the community through use of appropriate ICTs, relying on ethnographic methods for participatory design; • ICT-mediated knowledge co-construction, based on selecting, designing and technically representing contents and finding suitable strategies for adult education in the community; • Contextualized ICT Design, developing or tailoring suitable software development methods, in particular in the fields of usability, security and architecture of mobile systems. In this talk, the focus will be on the methods adopted and the experiences gained in the first two dimensions of the TEMACC project.
