Strategic capabilities are essential for remaining competitive in turbulent environments. Organizations face the challenge of identifying, building, and refining strategic capabilities as their underlying patterns of success detract from immediate access. Research and practice lack an elaborate understanding as to how individual, organizational, and strategic levels are connected by heuristics, rules, and routines. By using empirical case study data, we shed light into this important field of organization studies by discussing the connecting role of tacit elementary heuristics as strategical connection between individual heuristics and strategic capabilities and by applying the simple rules-method for evoking them. We therefore contribute to existing research (1) by clarifying the connecting role of tacit elementary heuristics, (2) by elucidating the simple rules-method for identifying, building and refining strategic capabilities by passing through the phases of identification, consolidation, diffusion and reflection & adaptation to transform tacit elementary heuristics into manageable formal elementary heuristic rules, and (3) by enlightening the role of the simple rules-method as a metacapability for stimulating reflection & capability monitoring in order to keep pace with dynamic environments.
