Viele afrikanische Staaten sind degenerierte Autokratien, die sich zu Kleptokratien entwickeln. − Zimbabwe (Robert Mugabe, Kleptokrat). »The problem isn’t the system of government but poor leadership that opens the door to despots and coup plotters.« (Gopaldas 2021) ▪ Wenn autokratische Systeme sich nicht zu Kleptokratien entwickeln: dann können sie für Stabilität sorgen: − Tansania: Ujamaa Modell – Julius Nyerere Autokrat, kein Kleptokrat. − aus einer Situation des Disasters heraus: Ruanda – Paul Kagame. ▪ Fazit: − Bevölkerung: Präferenz für Demokratie – Regierungen werden dem nicht gerecht. − Das westliche Demokratiemodell trägt oft zur Zersplitterung bei und nicht zur Stabilität von Staaten. − Aufgeklärte Autokratie: Minimum an Rechtsstaatlichkeit & nicht auf Repression beruhend, ist stabilisierend in vielen Staaten Afrikas.
