Reconciliation has been identified as precondition for the immense task of nation-building in Rwanda after 1994 – and also as an aim of the process. At the same time security became the priority in the country devastated by genocide. The security-postulate shifted from human security to personal and political security of the regime and thereby threatens reconciliation. A thread to an (alleged?) success-story?
